Battelle-led group nixes plans for carbon-capture project

A federal partnership led by Battelle of Columbus has scrapped plans to use an ethanol plant near Dayton to test carbon emissions-cutting technology.
Battelle spokeswoman Katy Delaney confirmed Friday that the more than 30-organization Midwest Regional Carbon Sequestration Partnership is no longer considering a plant near Greenville, about 100 miles west of Columbus, for a proposed $93 million project that involves capturing CO2 from its source and injecting it below ground. The process, a key development front for Battelle, cuts emissions by keeping some of the gas out of the atmosphere.
Delaney said the Greenville project, which the federal government considered the group’s principal effort, was scrapped because of “business considerations” and declined to elaborate

AMP-Ohio abandons plans for coal plant

An unexpected 37 percent increase in the project cost has led American Municipal Power Inc. to pull the plug on its proposed $3 billion coal-fired power plant in southern Ohio.
The Columbus-based nonprofit power supplier said Wednesday it will instead explore developing a natural gas-fired power facility, buying power on the open market and pursuing advanced energy technologies to serve its members.
The decision came Tuesday after AMP learned the cost to build the coal-fired plant would increase by more than a third, said AMP spokesman Kent Carson. Part of the reason for the big price

Critics have labeled clean coal an ever-elusive goal that is perpetually over the next horizon, kind of like the hydrogen-powered car. “Clean coal” typically refers to two types of technologies, coal gasification and carbon capture and storage. The former turns coal into a synthetic gas which is then burned in an efficient combined cycle turbine (IGCC). The latter, often discussed in conjunction with gasification, involves capturing carbon dioxide emissions from power plants, and sequestering the gas underground (CCS). While a number of IGCC projects are being pursued, there isn’t a single one in commercial operation – same is true for carbon sequestration, despite a number of small pilot projects. Cost is the main culprit.

CSS is, in all honesty, just a very expensive way of delaying the mass replacement and closure of coal power. The technology is so unproven all those Billions are going towards "test" sites. Logically it's all BS, there is no subterranean location on earth even close to large enough to store the 2 Billion tons a year the 600 coal plants in the US emit. Logistically it requires the transportation of more volume just in the US than the entire global oil industry. When you include those facts these Billion Dollar tests are a gross waste of time and money, they just delay the inevitable... coal is doomed.

GE plans 400 MW IGCC plant with 90 per cent carbon capture in Queensland, Australia

GE is to build a 400 MW integrated gasification combined-cycle (IGCC) that will also capture 90 per cent of carbon emissions in Queensland, Australia.
GE has formed a consortium to build the 400 MW plant near Wandoan on the western Darling Downs in the state's southern region by 2015.
It plans to capture and store 90 per cent of the carbon emissions underground. Zerogen also wants to build a 530 MW station using similar technology in central Queensland by late 2015.
Phil Solomon from GE says new generation coal-powered plants have been operating in the United States for years.
"They were IGCC plants - GE technology and gasification has been around for decades," he said.
"What we're doing here is putting both gasification combined cycle and carbon capture together in one plant."
If the development phase moves forward this year, the plant is expected to be ready for commercial operation in late 2015

(Business Wire)--GE Energy has signed a technology licensing agreement with Hydrogen Energy for aproposed 250-megawatt power plant that would use integrated gasificationcombined-cycle (IGCC) technology, a product of ecomagination.
The plant,
to be located near Bakersfield, in Kern County, Calif., would be designed to captureup to 90 percent of its carbon dioxide for enhanced oil recovery andsequestration in an adjacent oil field. "This is a homecoming of sorts for GE and IGCC technology," said Monte Atwell,general manager, gasification of GE Energy. "GE technology was involved in thefirst IGCC pilot plant in Barstow, Calif., and we are pleased to be deployingthe next generation of this technology to deliver low carbon power to the peopleof Southern California.

The message I'm getting from the utilities is that several different factors are driving costs up relentlessly, and it's not just about their need to turn a profit.eventually, from Libya.
The insecurity is eased by the recent start of liquefied natural gas being shipped into Wales, but that doesn't stop a vulnerability to spikes in global prices.
A key factor is the need to replace generation capacity, and to make it greener.
Wind power is much more expensive than conventional big power stations, but it's essential to meet climate change targets.
Other renewable technologies haven't even been proven commercially yet, and once they are, they don't look like they're going to be cheap either.
Even without the need to boost renewables, old power stations need replaced.
Old nuclear will cost vast amounts to de-commission.
New coal is supposed to come with carbon capture technology - clever stuff, though unproven technology, a long time from becoming fully commercial, and it's reckoned to be one of the most expensive ways to save the planet.
Distribution costs are another significant pressure, already accounting for about 15% of the bill.
Energy reaches us via a national grid which is creaking, partly through age and partly through changing patterns of demand.
It was built as a solid piece of fine British engineering. But that was decades ago. Many billions of pounds are needed to replace kit.
And it was built to link big power stations with population centres. That pattern is changing.
Power sources are moving to more remote areas, where renewables can be generated most efficiently.

Cap and trade is a program that basically sets a cap for emissions and then holds people below that cap. Here’s how a cap and trade system works:

The government (because we trust them) sets a “cap” on the amount of emissions that can be produced within a given area.

For example they say that your town, USA is allowed to produce 100 metric tons of carbon emissions. They then auction off the right to be the one producing the emissions. For our example let’s say that they break the 100 metric tons into 1 metric ton”permits”. Carbon Sequestration, also know as Carbon Capture and Storage (CCS), is an approach to mitigating global warming by capturing carbon dioxide (CO2) from large point sources such as power plants and subsequently storing it instead of releasing it into the atmosphere. The merit of CCS systems is the reduction of CO2 emissions by up to 90%, depending on plant type. Sandbag is bagging carbon credits
Part environmental watchdog and part social-networking site, Sandbag lobbies the United Nations and European Union for tighter caps on carbon emissions and permits, while buying up carbon credits.
The U.K.-based not-for-profit community organization, whose motto is "real action on climate change," launched in September 2008. It uses donations to buy up EU carbon credits and cancel them in an effort to drive up the price of carbon credits in the marketplace.
The group has started to gain a following. The Guardian Newspaper Group became a corporate sponsor earlier this year, and on Monday, two London hospitals agreed to sell Sandbag 2,000 tonnes worth of carbon credits.
It's the equivalent of taking 1,000 cars off the road, according to Sandbag's founder Bryony Worthington.
The group's pitch, which is explained through a silent video "Sandbag in 60 seconds," is

Reduce Carbon Emissions, and Protect Our National Security


Introduction
The United States must build and deliver clean energy today to create jobs, lower energy costs, and strengthen our economy.
The establishment of a federally owned, independent, not for profit Green Bank—formally called the Clean Energy Deployment Administration, or CEDA, in legislation now before the Senate—will spur private-sector investment in innovation and American ingenuity to help end our dependence on oil,
and help diversify our nation’s sources of energy to lower prices over the long term while also confronting global warming.
The Green Bank will improve our global economic competitiveness, too, by making the United States a worldwide leader in the manufacture and deployment of clean-energy technology.
The creation of a Green Bank will encourage a long overdue integrated and strategic approach to clean-energy innovation, efficiency, and deployment in the United States.

President Elect Barack Obama supports creating a carbon cap-and-trade program, which can create a boon for the carbon capture-and-storage sector. But timing the program's deployment is up for debate.
A carbon cap-and-trade program would require polluters who can't meet emissions requirements to buy credits from those who can. Europe has such a program in place since 2003.


The field of carbon-capture-and-storage is still in the early development stages. Scientists and power plant operators worldwide have carried out pilot projects to test various technologies, which are costly to deploy and have not been proven for commercialization (see Canada to Beat U.S. to Carbon Storage and Vattenfall to Trap Carbon Emissions.)

Big oil and gas companies are condemning the House climate bill that buoys coal-fired utilities.
Coal's response is to ask senators for even more help than the fuel received in the House legislation.
The struggle promises to increase in the weeks ahead. With the Senate expected to move ahead on climate legislation in September, each of the fossil fuels wants to make itself appear most worthy of help. Increasingly, that means making a rival look less entitled.
"Instead of simply standing opposed, everyone is looking for the advantage," said Sam Thernstrom, resident fellow at the American Enterprise Institute, a conservative think tank. "It's inevitable that there will be conflict between cleaner sources of energy, such as natural gas, and dirty sources of energy. The whole process of crafting climate policy is picking winners and losers."
---That changed after a group of 27 independent gas companies came together to form America's Natural Gas Alliance.
The alliance began lobbying the Senate full force. It also started running full-page ads in Washington newspapers. The ads promote the benefits and availability of natural gas. But they also throw dirt on coal, the source of half the power in the United States.
"We can cut carbon emissions by 50 percent today," one ad says, followed by pie charts showing how generating half of U.S. electricity from natural gas, instead of coal, would dramatically lower carbon dioxide emissions.
Then, on Monday, the National Mining Association struck back in the Politico newspaper.
"We can raise electricity prices by 450 percent today," the NMA ad screamed in red and fuchsia type, "by replacing coal with natural gas to generate electricity

Aug. 3 (Bloomberg) -- Some of the largest U.S. electricity companies, including Duke Energy Corp. and American Electric Power Co., are fighting what may be a $100 billion battle with smaller cooperatives, community providers and state regulators over the right to pollute.
As the Senate writes a bill to control greenhouse gases, the groups are swarming over a pot of free permits that cap carbon emissions and create a trading system of pollution rights.

WASHINGTON (Reuters) - Ailing U.S. oil refiners could face a crippling period of contraction under a House-approved climate change bill, making the country more dependent on imported refined products.
The so-called cap-and-trade bill narrowly passed by the House of Representatives in June would limit greenhouse gas emissions by requiring polluters to acquire permits for the carbon dioxide they spew into the atmosphere.

World Bank to buy carbon credit from Congo project

WASHINGTON (Reuters) - The World Bank said on Tuesday it will buy 500,000 tons of carbon credits from a forest project replanting about 4,120 hectares destroyed by deforestation in the Democratic Republic of Congo.
The Bank said French carbon buyer Orbeo, a unit of French conglomerate Societe Generale, would also buy "a similar amount" of carbon credits from the Ibi Bateke Sink Plantation project, some 150 kilometers from the Congolese capital Kinshasa.

…Though some parts of the stimulus, such as extending health and unemployment benefits, were clearly justified, the whole program never sought to address the roughly $800 billion annual imbalance between American consumption and production.
Instead, we have witnessed a grab bag of political handouts — Chicago machine politics on a grand scale — designed to placate key Democratic constituencies. Most have gone to what my old teacher Michael Harrington described as “the social-industrial complex” consisting of the education industry, social service providers and the various government bureaucracies…

America confronts three interrelated crises: an economic crisis, a climate crisis and an energy security crisis.
We believe there's a fourth: a competitiveness crisis.
This crisis is particularly evident in America's worldwide standing in the next great global industry, green technology.
Energy in the United States costs more than $1 trillion a year -- for oil, coal, natural gas, nuclear and renewables. This is on top of a similar sum spent on the things that use this energy -- our homes, shops, factories and cars.
That means about $2 trillion a year is at stake right here.
Do we want to win the race to lead the next great global industry, clean energy? That is the choice before us.
We are clearly not in the lead today. That position is held by China, which understands the importance of controlling its energy future. China's commitment to developing clean energy technologies and markets is breathtaking.

The 2010 Budget proposes investing $150 billion over 10 years from cap-and-trade revenues in clean energy technologies because the Administration believes that a sustained commitment on that scale is needed not only to make the multi-year federal investments needed to bring new technologies to commercialization but also to send a signal to private companies that the federal government is investing for the long term. So the Administration continues to support a substantial commitment of cap-and-trade revenues to clean energy technologies on a balanced portfolio of basic research, applied research, development, deployment, and commercialization.
Outside parties have been choosing the interpretation that suits various agendas.

National Academies: U.S. energy at a crossroads
If changing the U.S. energy supply to be more secure and sustainable is like steering a massive ship, then the direction we set it on today won't be fully felt for 10 or 20 years.
The National Research Council, the operating arm of the National Academies of Sciences and Engineering, on Monday released a report called "America's Energy Future" that seeks to focus the country's discussion on energy and draw attention to the most promising technologies.
One of the messages from the report is that long-term problems require sustained strategies and a break from business as usual.

The graphic is great. It shows all the POSSIBLITIES but does not show the projected traffic. The majority of carbon dioxide is going down hole into existing oil fields to scarf oil and return it to the surface. Oil that is brought up like this is saturated with Carbon Dioxide and there is a large amount of carbon dioxide escapes back into the atmosphere before after and during the recovery of oil. In Saskatchewan, reports of carbon dioxide escaping ahead of the oil giving the sound of a jet engine and running for hours before the oil shows up is a repeated report
