Underwater HurricaneDespite these incentives, the cost of marine power remains high. The U.K.'s Carbon Trust, an independent company set up by the government to accelerate the move to a low-carbon economy, estimates the cost of tidal power at about 12 pence to 15 pence (about 18 to 22 U.S. cents) a kilowatt hour, compared with about 9.5 pence a kilowatt hour for offshore wind power. Wave power is even more expensive, at about 22 pence to 25 pence a kilowatt hour.One of the reasons that marine power is relatively costly: Installation challenges, especially in the turbulent waters off the Scottish coast.There are a limited number of vessels that can be used to deploy marine devices, and wave and tidal companies are competing with oil-and-gas firms and offshore-wind developers for access to those ships."A lot of delays in wind farms and deployment of marine devices generally is due to the reliance on heavy-lift vessels, which are in remarkably short supply," says Robin McGregor, financial director of Scotland's Lunar Energy, developer of a tidal-energy device.Some companies have changed their installation techniques in an effort to address the problem.When Pelamis Wave Power Ltd., a U.K. maker of wave-energy converters, found it couldn't afford the cost of hiring a vessel to install one of its devices at a wave farm off the coast of Portugal, it redesigned its mooring system so that a smaller, cheaper ship could be used. Similarly, when U.K.-based Marine Current Turbines Ltd. wasn't able to get a jack-up ship to install a 1.2-megawatt tidal turbine off the coast of Northern Ireland, it came up with a new installation process -- and applied for three patents to cover the procedures it developed.Harsh conditions in the Pentland Firth will present special installation challenges for those seeking to tap its power.Up to three million tons of water a second flow through the Pentland Firth twice a day -- a veritable underwater hurricane. Because tides can reach speeds up to 12 knots, devices need to be uncommonly robust and securely anchored so they don't get damaged or dislodged."Undoubtedly, it's one of the best tidal resources in the world," says Lunar Energy's Mr. McGregor. "These are generally areas where there are more challenges to operating, but the challenges aren't insurmountable."Not all the challenges are technical, however.
