This is a floating waterwheel that can generate electricity when suspended over a river or other flowing water regardless of the depth and speed of flow. The inventors claim it to be both efficient and cost effective, as well as being less intrusive to the environment
The advantages of the HEB are many: compared to conventional waterwheels, it operates quietly, and is easy to transport and install. The machine is also environmentally friendly because of its shallow draft in the water, and has a low capital outlay per kilowatt. The HEB doesn’t interrupt the flow of the water and can adjust to changing water levels, while rolling over any debris in the flow.----------------------------------------------------------------------------------------------

On Monday, the Office of Naval Research awarded contracts to both Raytheon and Boeing worth an initial $6.9 million each for preliminary design work on a new free electron laser, or FEL. Lab Rats: DOE Awards $150 Million to ‘Breakthrough’ Energy Projects
Oct 26, 2009
Remember the Department of Energy’s call for “transformational” technologies that would lead to a breakthrough in energy?
Today, the DOE announced the first group of 37 winners in the $400 million Advanced Research Projects Agency-Energy program; the first round of funding totals $151 million. The winning projects were winnowed down from the original 3,600 ideas submitted to the Energy Department.
The full list of winners can be found here.
To judge by the recipients, the Department of Energy’s main concern is on transportation…

Annie, Get Your Gun: The Solar Industry’s Call to Arms
When it comes to shaping energy policy, everybody’s trying to get their game on. The coal industry’s been busy, if a bit counterproductive. The natural gas industry is stepping up its lobbying efforts in Washington. Big Oil has never let up. The wind industry relentlessly argues for more government support.
Now it’s time for solar power to step up, says Rhone Resche, the head of the solar-power industry lobby. Speaking in Anaheim today at the big solar-power conference, Mr. Resch called for a “solar Fourth of July” for the industry. In a muddled reprise of American revolutionary rhetoric, Mr. Resch declared independence from “tyrannical” energy policies and laid out a “bill of rights” to help the solar industry grow. Some highlights:

New Body Paint Conducts Electricity, Powers LEDs
=May 6, 2009 Talk about the body electric!
Students at the Royal College of Art in England have created a new type of paint which can conduct electricity and be applied directly to the skin. The paint is carbon-based, water-soluble, and can create electronic circuits when activated. The ink itself is able to produce enough electricity to power small devices like LEDs, and it’s creators hope it will one day be used to help with the dance and music performances, computer interfaces, and medical devices.
The team says: “As our lives are increasingly regulated by electronics and there is a drive towards the miniaturisation and portability of electronics on and around the body it seems only logical to place electronic circuits on the surface of body.”

VW's ambitious project could vastly reduce the carbon footprint in Germany
Volkswagen has recently announced a rather ambitious project that, for a change, has nothing to do with cars. Teaming up with regenerative-power company Lichtblick, it aims to install 100,000 co-generation power units in Germany as part of a concept called ‘SchwarmStrom’ which, literally translated, means ‘swarm power’. Successful application would allow Germany to abandon the use of nuclear and coal power stations and provide adequate backup to renewable energy sources, reducing carbon dioxide emissions by up to 60%.

WASHINGTON – Pot-smoking patients or their sanctioned suppliers should not be targeted for federal prosecution in states that allow medical marijuana, prosecutors were told Monday in a new policy memo issued by the Justice Department.
Under the policy spelled out in a three-page legal memo, federal prosecutors are being told it is not a good use of their time to arrest people who use or provide medical marijuana in strict compliance with state law.
The guidelines issued by the department do, however, make it clear that federal agents will go after people whose marijuana

And I'll deliver even more as “the biggest investment of the first half of this century” plays out...
Dear Reader,
Let's skip the fluff and get right to the facts...
Over the past 10 months, GE, Google, IBM, and Cisco have quietly invested $3 billion in a new technology that Energy Secretary Steven Chu has called an "urgent national priority."
What is it?
Well, according to General Electric CEO, Jeff Immelt, it will be "the biggest investment of the first half of the century."
Cisco has boldly claimed that it will be "100 to 1,000 times bigger than the internet."
And Obama wasted no time in ponying up $11 billion just to get this technology deployed.
So what's so urgent and necessary that we need to spend billions during one of the worst economic crises in recorded history?
It's called the Smart Grid - and it's going to single-handedly transform the entire global energy economy, while generating...
More Than $2 Trillion By 2030
And that's figuring conservatively!
According to a 2009 report by the American Society of Civil Engineers (which was issued to the U.S. electric utility industry), $2 trillion will need to be invested in our electric infrastructure by 2030 - just to maintain current levels of energy service for consumers.
We're not talking about exceeding goals or expectations here, folks.
We're simply talking about making sure we can still turn on the lights and heat our homes.
And while we're constantly hearing about new power plants being built to meet our rising energy needs - if you can't move that electricity - it's completely worthless!
And that's why energy utilities, global governments and some of the largest corporations in the world are tripping over themselves to develop a new Smart Grid that'll keep the power flowing - and generate billions in revenue.
Now I'll get to the particulars of the Smart Grid in just a moment. Because you're going to need these particulars to get a piece of this action. But first, you have to understand why the development of the Smart Grid is so pressing...
Today's Electric Infrastructure is on theVerge of Collapse
When most folks flip a light switch or turn on their computers, they don't give a second thought about where the power comes from. And really, who does?
It's not something we really have to think about because our modern

??? New Suspect $$$ sites ??

Reclaim – A Cellphone Made From Corn
in: Science & Technology News
Sprint and Samsung are ready to demonstrate their great love for the Earth. The two companies have just introduced the Reclaim, a super-eco cellphone made from 80 percent recycled materials. The device — a stout, sliding, QWERTY message-friendly model — is constructed from “bio-plastic” materials made from corn, is free of PVC, and mostly free of BFR (brominated flame retardants)… which are apparently pretty bad. The phone also has a 2 megapixel camera, stereo Bluetooth, can accept microSD cards (we assume) up to 32GB, and has Sprint Navigation onboard.

Fri Sep 18, 2009
ANN ARBOR, Michigan, Sept 18 (Reuters) - Duke Energy Corp (DUK.N), the third-largest U.S. electricity utility, has signed agreements with several Chinese companies to develop energy technology, including solar power, Chief Executive Jim Rogers said on Friday.
Details of at least one of the agreements will be announced next week at the Clinton Global Initiative annual meeting in New York, said Rogers, who declined to say which Chinese companies are involved.
Duke last month signed a memorandum of understanding with China's biggest utility, China Huaneng Group [HUANP.UL], to "explore a variety of renewable and other clean-energy technologies."

At last, an LED bulb worth talking about
Other LEDs disappoint, but
I've tried everything to resist but I'm afraid this post is going to start with a cliche: I've seen the light. The shadows have receded. You get my drift. Last week incandescent lightbulbs began their long-awaited march out of existence and, at the same time, the next generation of ultra-low-power lightbulb has come a step closer to practicality.
I'm not talking about the compact fluorescent lightbulbs (CFLs) that everyone is busy replacing their energy-wasting incandescents with. Instead, I mean the bulb that is one technological step beyond CFL, the LED. Until now, LEDs have been a disappointment for everyday use but Philips has come up with a new bulb that will hopefully make the doubters shut up.
As part of my plans to green my house and, in preparation for the departure of the age of the incandescent bulb, I've been researching the best way to replace the lights in my home with low-energy alternatives. Some would say I've been quite boring and obsessive about this – ------------------------------------------------------------------------------------------------

The field of geo-engineering has launched all kinds of outlandish ideas for combating climate change, from dumping iron into the world’s oceans to shooting mirrors into space. A report published last Thursday from the Institution of Mechanical Engineers (IME) suggested that a forest of 100,000 artificial “trees” could be “planted” near depleted oil and gas reserves to trap carbon in a filter and bury it underground. The carbon suckers look more like fly swatters than actual arbors, but researchers say that once fully developed, the “trees” could remove thousands of times more carbon than a real tree

Global Green Cars makes cars that run completely off electric power, through batteries. After considering sites in four different states, the manufacturer's president says he chose Whitley County as the place to start a new plant, where it will make an electric car, SUV, and a one of a kind electric pick-up truck, the only one on the market.

Marijuana growers, many believed to be affiliated with Mexican drug cartels, are aggressively expanding their illegal farming operations in the U.S., clearing land to plant pot in dozens of national forests from coast to coast
Authorities have discovered pot farms in 61 national forests across 16 states this year, up from 49 forests in 10 states last year. New territories include public land in Colorado, Wisconsin, Michigan, Alabama and Virginia.
The propane tanks, stoves and trash left behind by pot farmers pose fire risks; suchbelieved to have sparked a fire last month that burned 88,000 acres in California's Los Padres National Forest. The Geography of Innovation
Download the full report here.
Innovation is the critical component
of long-term economic prosperity,
driving productivity growth and (if spread across key sectors of the economy) ensuring broad-based economic growth.
Sparking innovation, however, requires capital (which is threatened by the current economic downturn), skilled-labor, scientific and technological advances, and creative collaboration between government and the private sector. Innovation cannot be dictated, but it can be cultivated.
In this paper,

World faces hi-tech crunch as China
eyes ban on rare metal exports
--Beijing is drawing up plans to prohibit or restrict exports of rare earth metals that are produced only in China and play a vital role in cutting edge technology, from hybrid cars and catalytic converters, to superconductors, and precision-guided weapons
-----A draft report by China’s Ministry of Industry and Information Technology has called for a total ban on foreign shipments of terbium, dysprosium, yttrium, thulium, and lutetium. Other metals such as neodymium, europium, cerium, and lanthanum will be restricted to a combined export quota of 35,000 tonnes a year, far below global needs.
-- China mines over 95pc of the world’s rare earth minerals, mostly in Inner Mongolia. The move to hoard reserves is the clearest sign to date that the global struggle for diminishing resources is shifting into a new phase. Countries may find it hard to obtain key materials at any price.

Saudi Blasts American Energy Policy
The question of American “energy independence” clearly rankles officials in Saudi Arabia, the world’s biggest exporter of crude oil, who seem increasingly puzzled by the energy policy of the United States, the world’s biggest oil consumer.
In a short and strongly-worded essay in Foreign Policy magazine, Prince Turki al-Faisal, a former ambassador to the United States and a nephew to King Abdullah, said that for American politicians, invoking energy independence “is now as essential as baby-kissing,” and accuses them of “demagoguery.”
All the talk about energy independence, Mr. al-Faisal said, is “political posturing at its worst — a concept that is unrealistic, misguided, and ultimately harmful to energy-producing and consuming countries alike.”

Scientists discover why lost people walk in circles
21 Aug 09
A team of scientists in Germany have discovered why people tend to walk in circles when lost in locations as diverse as the Sahara Desert and German forests.
The results come from a study in which scientists left six participants to make their way through a German forest without directions, and a further three hardy test subjects to do the same in the Sahara Desert.
The experts tracked the course of these human guinea pigs using GPS navigations systems. Additionally, the scientists blind-folded a further 15 participants, letting them free in an empty field to find their way.
The study's findings, published in the latest issue of Current Biology, showed that the subjects left in the forest and the Sahara could only keep on course so long as they could see either the moon or the sun. As soon as the sun disappeared behind cloud, they lost their orientation and began to walk in circles, all the time unaware that they

Complaints abound about unnecessary military spending in the United States, but at least the Navy is doing its part to cut down on the really ridiculous things, like spending $500 million each year on maintenance to make sure that barnacles, oysters, and algae don't end up on ship hulls.
It's a serious problem--so-called "biofouling" reduces ship speed by up to 10% and adds up to 40% in fuel costs.
And now the Naval Materials Divison of ONR's Sea Warfare and Weapons Department hopes to tackle the issue with--wait for it--an autonomous hull-grooming robot.
The Bio-inspired Underwater Grooming Tool (BUG) putters around on the underwater portion of a ship's hull with an onboard biofilm detector that senses and removes marine biofilm and organisms before they are attached.

Colossal Magnetic Levitation Wind Turbines Proposed
---It's a vision of a magnetically levitated wind turbine that can generate one gigawatt of power (enough to power 750,000 homes). This is the device proposed by a new Arizona-based company, MagLev Wind Turbine Technologies. The company claims that it can deliver clean power for less than one cent per kilowatt hour using this wind turbine.
---Magnetic levitation is a very efficient method of capturing wind energy. The blades of the turbine are suspended on a cushion of air, and the energy is directed to linear generators with minimal fiction losses. But the big advantage with maglev is that it reduces maintenance costs, and increases the lifespan of the generator

In this paper,
we focus on the importance of President Barack Obama’s call for a new federal effort to support regional innovation clusters. We know now—from a solid record of state and local achievements and academic research—that regional innovation clusters are a critical component of national competitiveness.

China Racing Ahead of U.S. in Drive to Go Solar
WUXI, China — President Obama wants to make the United States “the world’s leading exporter of renewable energy,” but in his seven months in office, it is China that has stepped on the gas in an effort to become the dominant player in green energy — especially in solar power, and even in the United States.
Chinese companies have already played a leading role in pushing down the price of solar panels by almost half over the last year. Shi Zhengrong, the chief executive and founder of China’s biggest solar panel manufacturer, Suntech Power Holdings, said in an interview here that Suntech, to build market share, is selling solar panels on the American market for less than the cost of the materials, assembly and shipping.

Mulling Over Why Oil Prices Have More Than Doubled
We return to the matter of oil prices, the questions being:
---Why have they more than doubled over the last four months; and are they headed still higher in the short term?Oil today closed above $70 a barrel for the first time in seven months. As a memory-jogger, they were at $33 just in February.
--But unlike the last explosion in prices -- to $147 a barrel 11 months ago -- no one seems to be ruling out a role on the part of speculation.
Indeed, as the Wall Street Journal’s Ben Casselman has noted, there appears to be a broad consensus that billions of dollars in speculative money has settled in oil, thus driving up the price.
-----The reason is that traders and investors are buying crude, among other commodities like copper, as protection because they don’t want to hold dollars whose value has been weak and volatile.
There is much said about “fundamentals.” That is, more than 2.6 billion barrels of oil is in storage around the world – including some 130 million barrels just on ships that are trolling global waters until prices go up -- and demand shows no sign of recovering. This thinking goes that the speculators have canceled out these fundamental truths.
But, isn’t it possible that the collapse in oil prices to $32 was in itself an overshoot, and that oil is at a truer balance in the $60- to $70-a-barrel range?
That seems as rational a view as any I have heard. Yet, at Alaron Energy, Phil Flynn attributes much of the price runup to Ben Bernanke over at the Federal Reserve.
----Flynn, normally among the clearest communicators among observers of the market, has been resorting to economic gobbledy gook for weeks about an obscure economic practice called quantitative easing.

Mexico Legalizes Drug Possession
By THE ASSOCIATED PRESS
Published: August 21, 2009
--------------
may be a turning point in the drug culture of North America. President Felipe Calderon has signed a bill that effectively legalizes drugs in Mexico.
The law affects users of marijuana, cocaine, heroin, methamphetamine, LSD, and other drugs by legalizing personal possession of the substances. The law makes Mexico, not British Columbia or California, the most drug-tolerant location in North America.
A person may possess: -
Five grams of marijuana (about four joints) -
One half-gram of cocaine (about four lines) -
50 milligrams of heroin (one strong dose) -
40 milligrams of meth (one normal dose) -
0.015 milligrams of LSD (one low dose) [Dosage estimates from Erowid.com]

Fluid intelligence, an aspect of a person's IQ, allows people to solve unfamiliar problems by understanding relationships between various concepts independent of previous knowledge or skills. Research shows that training short-term, or working memory, can improve fluid intelligence http://www.sciencedaily.com/releases/2008/06/080605163804.htm -------------------------------------------------------------------------------------------
We return to the matter of oil prices, the questions being:

Today's batteries can take EVs 300 miles on a single charge.
Battery Electric Vehicles (EVs) are by far the most efficient motorized vehicles in the world and use 3-4 times LESS energy than hydrogen fuel cell cars.
Enough excess generating capacity exists at night in the U.S. to charge 180 million EVs without adding any new capacity (no new coal or nuclear power plants). Source US. Department of Energy.
We will never fight a war over electricity.
EVs powered by the US electrical grid are cleaner than gas, E85, biodiesel & fuel cells.
Half of EV owners surveyed use solar energy to power their houses and cars.
EVs by the millions could be built today.
Plug-in cars capable of 50 miles per day would meet the needs of 80% of the American driving public. Source: U.S. Department of Transportation.-----------------------------------------------------------------------------------------------

may be a turning point in the drug culture of North America.

WISCASSET —
On Thursday night, the public got a good look at the team of scientists who plan to put a Wiscasset site through a battery of tests, all to determine whether the location is a good fit for a $2 billion underground power plant.Experts with specialties in geology, wildlife, plankton, fisheries and hydraulics each outlined studies planned to determine the proposed plant’s impact on everything from local deer populations to microscopic organisms drifting in the Back River.Townspeople and other interested people who attended, in turn, called the team of scientists “thorough” and “informative,” while dubbing the overall project “interesting” and “exciting.”
Toronto-based Riverbank Power Corp. hopes to place a 100-acre facility 2,000 feet underground near the Back River. The project would use gravity to drop river water through four 250-megawatt turbines during the daytime hours — when energy values are peaking — to gene----

-----Development andEngineering Center's National Automotive CenterAccelerationPreliminary tests have shown the acceleration of the Quantum Aggressor to be far superiorto a corresponding ICE -powered all-terrain vehicle. With the Aggressor accelerating from 0-60 km/h (40 miles per hour) in approximately 4 seconds.Ungoverned, the Quantum Aggressor is capable of reaching speeds of nearly 130 km/h (~ 80 miles per hour). Quantum's electronic control system imposes torque and speed limits (120 km/h or 75 miles per hour) on the drive train to enhance traction and safety.StealthBut speed isn't really what the Aggressor is about - Stealth is the name of the game. The vehicle has a "virtually silent operating mode with reduced thermal signature," making it harder to spot the car.http://www.highbeam.com/doc/1G1-135704857.htmlArticle: Hydrogen fuel cell power for the battlefield: Quantum's Aggressor Alternative Mobility Vehicle set to begin testing; high performance with no significant emissions.Diesel Progress North American EditionAugust 1, 2005 A bout the size of a WW II-era Jeep and three times the torque of a Dodge Viper, the Quantum Alternative Mobility Vehicle (AMV) has the appearance of a large, futuristic all-terrain vehicle.
